Absentee/Early Voting Ballot Information

During the six weeks prior to an election voters may vote an absentee ballot in person or request an absentee ballot be mailed to them. These voters must provide one of the following reasons for voting absentee:
  1. Absence on Election Day from the jurisdiction of the election authority in which such voter is registered to vote;
  2. Incapacity or confinement due to illness or physical disability on election day, including a person who is primarily responsible for the physical care of a person who is incapacitated or confined due to illness or disability and resides at the same address; 
  3. Religious belief or practice;
  4. Employment as an election authority or by an election authority at a location other than such voter’s polling place, a first responder, a health care worker, or a member of law enforcement;
  5. Incarceration, provided all qualifications for voting are retained.
  6. Certified participation in the address confidentiality program established under sections 589.660 to 589.681 because of safety concerns.

Voters can request absentee ballots in person, by mail, by fax or by e-mail. Relatives within the second degree (spouse, parents and children) may complete an absentee ballot application, in person, on behalf of the voter who wishes to vote absentee.

Ballot requests must be received by the election authority no later than the 5:00 p.m. on the second Wednesday prior to any election. Voters can vote by absentee in the office of the local election authority until 5:00 p.m. the night before the election.

Voters requesting an absentee ballot by mail who have registered by mail and have not voted in person are required to submit a copy of their personal identification unless they provided a copy with their registration application. Examples of acceptable identification are:

  • A nonexpired Missouri driver or non-driver license;
  • A nonexpired military ID, including a veteran’s ID card;
  • A nonexpired United States passport; or
  • Another photo ID issued by the United States or the state of Missouri which is either not expired or expired after the date of the most recent general election.

This identification requirement, as well as the notary requirement for absentee ballots, does not apply to overseas voters, those on active military duty or members of their immediate family living with them or voters who are permanently disabled and their caregivers.

 When voting early or an absentee ballot in person, you must show an acceptable form of photo ID

Two weeks prior to any election, you may vote a no-excuse absentee ballot in person. This is also sometimes called Early Voting.  

 

 I have a permanent disability, how can I receive an application for every election without having to send a request each time?

Any voter with a permanent disability can request an application to be on the permanent disabled list. Upon receipt of this application the voter will receive, in the mail, an application prior to each election in which they are eligible to vote. If the voter decides they wish to vote in that election, they sign and send the application back to the election authority. Then the voter will be sent an absentee ballot. Voters on this list remain on this list until they ask to be removed, become disqualified, or no longer reside at the address of registration. RSMO 115.284.  What is an absentee ballot?

Any ballot a person is authorized to cast away from a polling place. Absentee ballots can be mailed, voted at the Board of Elections office, 100 W. Mississippi St., Liberty, MO 64068.

 When are absentee ballots available?

Absentee ballots are available to be voted in the Election Board Office 6 weeks prior to the date of any election, office hours are Monday thru Friday 8:00 am to 5:00 pm and the Saturday preceding any election from 9:00 am to 1:00 pm.

 Who is eligible to vote an absentee ballot?

When voting an absentee ballot in person, you must show an acceptable form of photo ID. In person absentee voters are not eligible for a provisional ballot.

Any new resident to the State of Missouri that moved into Clay County after the last date to register to vote may vote for presidential and vice presidential electors after registering.

 How do I get/return an absentee ballot?

An application may be made by the applicant in person, by mail, email or fax; or for the applicant in person by his or her guardian or a relative within the second degree by consanguinity or affinity. After 5:00 pm on the 2nd Wednesday immediately prior to the election no Absentee ballots can be mailed out.  No voter may vote Absentee after  5:00 pm on the day before the election unless the applicant is a new resident, an intrastate new resident, or an interstate former resident as defined in section 115.275. Or unless a voter is hospitalized after 5 pm on the Wednesday immediately preceding the election, in which case you may call the office to make arrangement for delivery of an absentee ballot to the hospital the voter is located in.

Once an application is accepted the applicant is then mailed an absentee ballot with instructions or allowed to vote in person. If the ballot is mailed to a voter the ballot shall be returned in the ballot envelope provided and shall only be returned by the voter in person, or in person by a relative within the second degree of consanguinity or affinity, by mail or registered carrier or under certain circumstances a team of deputy election authorities.

First time voters in Clay County, please include a copy of a valid ID with your absentee ballot request. Voted absentee ballots must be received in the Election Board office at 100 W Mississippi, Liberty, MO 64068, no later than the closing of the polls on Election Day.

IF you are requesting an Absentee Ballot be mailed and you be will mailing it back to the office and your reason for voting absentee is anything other than confinement or disability, you will need to have the ballot envelope notarized prior to mailing it back to the office. If you return the ballot in person, and you have not signed the envelope, we can notarize it in our office.

 Saturday Voting

The Clay County Election Board is open during the hours of 9am-1pm on Saturday prior to every election for absentee voting. In bigger elections the office may be open longer. Please watch our website for more information regarding availability of voting on Saturdays.
