Military and Overseas Voting Portal

This link will take you to Missouri's Military and Overseas Voting Access Portal (MOvotes). Use the portal to register to vote and request and receive your absentee ballot if you are military or overseas voter or their family.

If you are a member of the military in combat zone, hostile fire or imminent danger areas, you will be able to receive, mark and return your ballot using our portal.

Who is eligible?

  • Missouri voters that are part of the United States Uniformed Services, National Guard, Federal Service, their spouse or dependent; any active military member, whether stationed in the United States or overseas can use the Military and Overseas Voting Access Portal.
  • Missouri voter currently overseas

Registering to Vote

Unsure if you are registered to vote? You can check using the voter registration look up tool. If you are not registered to vote, you can register and request your absentee ballot at the same time by:

  1. Accessing the Military and Overseas Voting Access Portal;
  2. Registering to vote through Missouri’s secure website; or
  3. Completing a Federal Post Card Application and mail it to Clay County Election Board, 100 W. Mississippi St., Liberty, MO 64068.

Can I still vote if I missed the registration deadline?

Yes, even if you miss the registration deadline, state and federal law allow active members of the armed forces and their dependents to vote for federal offices only. You can access a ballot at the Military and Overseas Voting Access Portal or fill out the Federal Write-In Absentee Ballot (FWAB) and mail it to Clay County Election Board, 100 W. Mississippi St., Liberty, MO 64068.


Requesting a Ballot

Absentee ballots are available 46 days before an election. Relatives within the second degree may complete an absentee ballot application, in person at the office of your local election authority, for the eligible voter wishing to vote absentee. You can request your absentee ballot by:

  1. Accessing the Military and Overseas Voting Access Portal or
  2. Completing a Federal Post Card Application and mailing it to Clay County Election Board, 100 W. Mississippi St., Liberty, MO 64068.

Returning your ballot

You can view your absentee ballot through Missouri’s Military and Overseas Voting Access Portal. Voters using the Federal Post Card Application mark their method of receiving their ballot on the application.  You can return your ballot by:

  1. MAIL - Most voters are required to return their ballot and accompanying absentee affidavit by mail; postage is not required if you are mailing your ballot from an APO/FPO mail facility, U.S. embassy or consulate, or U.S. post office.  You must use the prepaid return envelope template PDF file to receive free postage.
  2. MAIL, FAX, EMAIL or through the Military and Overseas Voting Access Portal . If you are serving in a hostile zone  PDF file you may return your voted ballot and accompanying absentee affidavit using one of these methods.

Absentee ballots must be received at the Clay County Election Board, 100 W. Mississippi St., Liberty, MO 64068 no later than 12:00 p.m. CST on the Friday following the election.


Tracking your ballot

Track your ballot online using Missouri’s Military and Overseas Voting Access Portal. If you mail, fax or email your ballot, you can confirm that your ballot was received by your local election authority by contacting our office at absentee@voteclaycountymo.gov or (816) 415-8683.
